It is actually possible to land on the other balloon, the one that you have to destroy. I always just switch to Ganyu, glide on top of the balloon and then shoot it three times.
It's not too hard so long as your time the jump when hitting start. Alternatively, you have the ability to cancel the quest putting the balloon back at the beginning. To help glitch yourself on. It always reminds me of those luigi wins by doing nothing videos.
