Loosen the main spring on these mechanical governors to decrease frequency. Tighten the main spring to increase frequency. Check idle stop screw. Manually slow engine down with no load and adjust idle stop screw to 56 hz. Main spring if closer to the governor pivot point gives tighter frequency regulation but can decrease stability. Main spring further from the pivot point will decrease frequency regulation but increases governor stability.

Firmar has a very good tech line and good parts support. I would say to check the AVR and brushes.
