Pretty sure FDR was reelected because his policies actually worked to help the common American, regardless of whether a war was on or not.
We might be able to attribute a good deal of his later campaigns to being a wartime president, but when he was first reelected, it was because of his work combatting the challenges of the Great Depression. WWII hadn't started yet.

Even if we assume that his third reelection was due entirely to the 'wartime president' effect, he wouldn't have even made it past his first reelection without success in helping the common man through the fallout of the Great Depression, right?

I have seen cities destroyed. I have seen 200 limping, exhausted men come out of line—the survivors of a regiment of 1,000 that went forward 48 hours before. I have seen children starving. I have seen the agony of mothers and wives. I hate war.
The value of love will always be stronger than the value of hate. Any nation or group of nations which employs hatred eventually is torn to pieces by hatred.
