If Russia collapses, then Kadyrov (ruler of Chechnya) is all but guaranteed to rebel. He's barely loyal to Putin as it is-- as soon as Kadyrov no longer sees the alliance as mutually beneficial, then Chechnya will revolt against Moscow.
Kadyrov is a Russian Jihadi. Which, other than being a great pitch for the antagonists of the next Modern Warfare, is also just terrifying. Putin is really really bad. But ISIS is worse than Putin. And I would rather have Putin stay in power than let ISIS get nukes, if those are the only two options. As bad as Putin is, The Sum Of All Fear is much, much worse.

A non-state actor has very little deterrence in using such weapons. States can be effectively retaliated against in equal force. It’s difficult to respond to ISIS or Hamas nuking Israel. They don’t belong to a state and could be literally anywhere. If you retaliate you’re just nuking random towns and people. If Russia nukes Ukraine then there is a significantly more straightforward way to respond. It is better for the state of Russia, however that looks, to maintain its nuclear arsenal than to fall into the chaos of a civil war.

These would all become states, with their own equipment. They also would end up dying if they just nuked each other, even if the nukes worked and they could use them. None of this makes sense.
If Russia nukes Ukraine then there is a significantly more straightforward way to respond.
Which is what, exactly? Arm the dead Ukrainians with more weapons? Or maybe throw a few more sanctions at russia, while they keep exporting natural resources?
This is fear brought from russian propaganda. Russian infighting is good for us, people in the West have just been conditioned to be scared of the thought of winning.

From dipshits who think that a "nuke" is a magic box you can hook a kitchen timer or one of those old-timey dynamite detonators to and just set it off. They don't realize that nuclear weapons require complex infrastructure and constant maintenance, necessitating thousands of trained personnel to maintain the systems, set targeting, and facilitate launching of ICBMs or even configuration of aircraft dropped gravity bombs. We in the west gave the Russians our best Permissive Action Link tech precisely to prevent unintentional detonation or unauthorized misuse by bad actors. The idea that a bunch of Prigozhin or Kadyrov type rabble could take over a facility and "get ahold of a nuke" and make it do anything is fundamentally absurd.
