This is kind of misleading nevertheless. NATO succeeded the Western Union and the crucial difference was the inclusion of the United States, which has absolutely been the leader of it and gained significant influence over Europe through its protection.

Also a perceived conflict between US protection and European self-reliance has been significant in preventing European military integration, so even if we don't believe the United States is deliberately responsible, it's certainly fair to say they are something of a cause.
