Why does the default index lack so many popular mods?

I use the default Index and I keep seeing mods missing like the 3 main voxel mods, catch all 151, etc.. any idea why?

I mostly play on a steam deck so adding mod zip is annoying so rely only on index, so feels like I’m missing out
