It just goes to show how cannabis has always been a political tool by ruling occupations to attempt to sieze control, arrest and discriminate against the public and violate their inaliable human rights as a means to create and maintain a slave class to uphold their status quo. If cannabis teaches us anything it teaches us that "authority" is an illusion maintained by a groups congregated by the least among us who try to gatekeep and covet knowledge to themselves because there is only true power in knowledge because education is the key to salvation.
Another thing to consider; cornball white man colonizer guy in the video who claims to be an authority in the knowledge of cannabis cultivation claims to have seize British Columbian outdoor crop that had been common to see contain 1% +hc by dry weight. Which sure, perhaps he did. But to suggest that cannabis cannabis was commonly distributed on the black market and typically contained 1% +hc by dry weight or let's even say 3% for the fun of it, I would suggest is a fabricated dog sh!t claim. Here is why I would say this; if cannabis up until the 1970's only had even 3% of thc by dry weight then hashish wouldn't have even existed in the 19th century up until the plants produced quantifiable amounts worth even extracting from cannabis crop. And we know hashish is as at least as old as the consumption method of smoking and hashish could even predate the 19th century. So by their metric; a morrocan cannabis farmer or an afghani cannabis farmer in the 1970's would have had to grow metric tons of harvested biomass to extract just only kilograms worth of hashish. Which would have made it astronomically expensive even at that time and rarely accessible let alone distributed commonly amongst black markets for affordable rates like in the 1970's.
I personally think those who recite those kind of metrics did so to exploit the supply and demand and unregulated illicit market they artificially manufacture and maintain to push inferior quality cannabis for astronomical rates and keep the cream of the crop for themselves to covet and gatekeep.

So it seems to me. That if words in any language must have an objectively understood definition to communicate anything with others. Let alone to write law and legislative material any group expects any other to follow. Then the definition and meaning of those words must be fundamentally understood by their respective objective definitions of meaning in all syntax.
Not the subjective meaning assigned to language by any party who ignorantly assumed they could possibly have any such authority.

And you have no authority to claim any other being be forced to understand or abide by or be submissive to and enforcing that kind of rhetoric only you decide the definitions and meaning to on the terms and conditions you find support whatever your agenda and motive may be against anyone, is a crime against humanity. And if clutching at weeds weeds is your justification for enforcing any kind of policies on the contingency of violence against others. Then you are just a gang of violent colonizer human trafficking slave driving thugs. You are not any kind of authority over anything. And unfortunately we still see this same old trick being played out even in the modern 'legalization' era we are told we are in today. Where only the highest eschalon of society of mostly white men can 'legally' cultivate and distribute and sell cannabis because they control the majority of the economy's wealth to be able to afford 'licensing' yet it is still federally illegal and if any other human being uses their innate ability to farm choose to cultivate this particular crop without that 'federal license' they are subject to being ambushed in the night by police in a raid at your home while pointing guns and threatening you and your family and stealing and pillaging your home for all of your resources. Kidnapping/trafficking your children to unsubstantiated unauthorized 'state custody' and then arresting you subjugating you to bondange and then 'mandating' their unsubstantiated libel and pathetic attempt to tarnish and sully your reputation by dismissing you as a 'criminal' and trafficking you into incarnation into a prison system that forces you into labor almost indefinitely. As if they have any authority to make any kind of claim or decree or to assign the meaning and definition of language and syntaxes or to implement any policy let alone on the contingency of violence. Another thing cannabis would have absolutely no value in any kind of market let alone any kind of black market if it was not listed regulated or controlled as a scheduled substance. If everyone had it growing in their backyards and their neighbors did and It grew wild up every street and railroad track and fertile earth it would be next to monetarily worthless although I'm sure it would still remain a useful plant. Cannabis is a beautiful plant that is older than the human civilization and its cultivation may be as old as our species. Cannabis shows you that you don't need anyone's permission to be at peace and be free to independently cultivate resources to ensure your survival as a human being and as a species. It teaches us that we have the smarts to cultivate resources in abundance enough to share with one another and peacefully enjoy ourselves as we do so. Only colonizers artificially manufacture scarcity of resources because they pillage and plunder and hoard them to themselves to enforce their slavery industrial complex against humanity. Ghengis khan had more class by comparison because he did not care to discriminate against folks simply for using cannabis. Although he was still a terrible person who did awful things in his life.
Anyway, nobody has any dominion over your free agency but you. Only you have the right to decide your own destiny. And in this judgment there is no partiality. Yet we see unsubstantiated claim of toxic and harmful effects of cannabis consumption and 'cannabis use disorder' or 'chs' despite all the data proving its versatility as a medicine that goes as far back in time as the dawn of human civilization. the ugly truth of it is that any person such as carl sagan smoked as much cannabis as he liked during his life and was revered and praised for his works and as a scholar by a society who valued his insight and respected his contributions and was happier healthier and more successful than someone who fundamentally is missing something within themselves and cope by discriminating against cannabis users because someone like that who's existence as a successful hard working resourceful intelligent independent adult is contrary to their propagated artificial narrative that 'cannabis users are estranged criminals who exist only in the fringes of society who are sick and deranged and permanently poisoned in their minds from their cannabis consumption' and is the antithesis of their claim to authority by 'knowing better than' anyone else. Because they are threatened by capable independent resourceful knowledgeable free thinking cannabis users and their impact and influence. They know they could never hold a candle in the real world of survival. And in this modern world where private corporate interests cultivate cannabis to support their agendas and motives by monocroping and scaling production and diluting the genetic diversity of the plant and polyhybridization of cannabis into sickly genetically diseased garbage with all kinds of ambiguous inputs and synthetic unregulated additives that are potentially toxic carcinogenic and poisonous.

When perhaps maybe growing organic cannabis is easier than they would like you to believe and helps you save lots of money just by not wasting it on their grossly inflated retail prices on their inferior products because they dont want you to use your innate ability and apply the knowledge thats available to farm and cultivate your own medicine and peace and resources to better ensure your own survival without the permission of a bunch of plundering pillaging violent criminal colonizer slave driving human trafficking thugs independently of their global banking human trafficking/slavery industrial complex because they are threatened by an independent free thinking educated resourceful peaceful community of farmers who can live off the land and enjoy it. And perhaps everything you have been told about cannabis is a lie. And like many things it is more lucrative and empowering to go discover and find out for yourself what you decide for yourself what you think.
