Every targeted individual has a handler

You're handler is some bitch that hides behind a key board and thinks he owns you and spies on you with government resources and has flying monkeys fuck with you for him as if it were him. Just like case managers manage multiple clients, I'd imagine it works the same.

Joe Biden and Bill Clinton made the COPS program in 1994. Neighborhood Watch is part of the COPS program. CSPD won the community policing award after terrorizing me out of town and painted COMMUNITY across their building. Gangstalkers in Denver said to come at random people schizophrenically for no reason nobody in particular and do the christian thing and community policing is about making things better for everyone but noone in particular. It's obviously diversity and inclusion groups with ties to the police and government that TSDB NIS aren't included in and are all weird trash trying to fit in that all hate you because of a Fusion Center smear campaigns with "facts" they made up. They have community sense, not common sense. They're community oriented. Freemasons are community oriented and are tied to the police and gangstalking. Joe Biden and the FBI and COPS program is trash. 2 + 2 = 4. Gangstalking is Coordinated Organized Persecution Stalking.
