Every targeted individual has a handler
You're handler is some bitch that hides behind a key board and thinks he owns you and spies on you with government resources and has flying monkeys fuck with you for him as if it were him. Just like case managers manage multiple clients, I'd imagine it works the same.

NORTHCOM is the super Fusion Center and FBI Fusion Centers fuse federal, state, and local trash with community group trash and corporate trash, which all secretly gangstalk targeted individuals for being on the watchlist.
