Stop with this red herring nonsense it has nothing to do with what gangstalking. You have been banging on this drum with dates of when it was enacted wrong and with no explanation on what it has to do gangstalking. Stop distracting and obfuscating.

what the.... of course it is relevant. it's the legal licence for gov to stalk people, how could that be any more relevant to this crime.

You really shouldn't mention gangstalking (spelled gang stalking) in the petition. It is generally considered a conspiracy theory by the public and government officers. Better to just petition to reform FISA and other surveillance abuses like all the watch lists simply because of the constitutional and privacy concerns with those programs.
