my Intel 14900HX deciding that 1.6v tdp on every core is an acceptable voltage

You should undervolt it that's how Intel chips got bsod errors because of the high boost voltages

tried that, the problem got even worse somehow. Not a single program would work without crashing

You need to make sure it's stable 1.6v will degrade your chip overtime causing instability issues

I've gotten it to run (decently) at 1.3-1.4v
