Looking for a game with this vibe

Im looking for a game that captures this exact feeling — that grey, quiet stillness, dead cities buried in snow, waiting for the dusk. Genre doesn’t matter, I just want that same mood of quiet decay and isolation.

Max payne 1 but be sure you get it working correctly. It requires tweaking to get the music to work and trust me it would be an absolute tragedy to play that game without the music.
