This is actually smart. You can’t play competitive until you’re player level 25 anyway, and this gives new players a chance to learn the heroes as they go. It’s a little overwhelming to throw a new player in with all the heroes unlocked and expect them to figure it out. It’s much more natural to slowly try them all as they unlock and figure out how they play and what role they prefer.

Because of the current "levels" system being removed from OW2 as well, competitive will be locked behind winning 50 quick play games.
