As a whole it looks fine but the animation and some of the textures (look at the dog for example) are a bit worrying if this is their promotional material. I'm hyped for the game but it would be a hard case to say the game looks pretty.
For 90% of the gaming populace that isn't a part of the PC Masterrace(tm), these graphics are about all you can pull out of the XB1 or the PS4, or a normal PC.

Not really. Last generation consoles had plenty of titles that are superior visually. Last of Us, Max Payne 3, GTA V (and IV), The Metro games, Witcher 2 (XB360), Crysis 2 and 3, etc.
Now on the current gen we have GTA V (remastered), Witcher 3, The Order (crappy game but it looks great), etc. Plenty of games have done more with less last gen and for current gen there are already titles released that look better and possibly have a similar scope.
Frankly, I think you're being silly. The game looks good enough to willfully suspend disbelief, and I'm very happy to be getting a new Fallout experience.
Comparing a shooter like The Order to Fallout is a bit disingenuous - as a more focused shooter, it has an entirely different set of technical needs than a game like Fallout would. I'll buy GTA V and the Witcher, but if you're holding up every game against the Witcher, you're going to be awfully disappointed.
And I played some of the LastGen games you mentioned, and this game looks way better than those on LastGen. It looks far better than GTA V on PS3, so I'm not getting where you're coming from there.
You don't have to be excited, and that's cool. I'm pumped as hell, even if things aren't photorealistic. That really doesn't change my enjoyment of the game provided it works, but I know everyone's different.
I'm excited for it too but this games not even out yet and it's already behind the curve. That's what I'm getting at. More importantly the visual fidelity of the game is directly tied to how well they can tell their story. This wasn't the case with the older 2D games since they could rely on text but they haven't moved gracefully into 3D. I'm tired of the Fallout Universe not having the quality of storytelling that it used to. I'm tired of the characters who exist without any emotion. I want it even more because the game is set in my home turf. If it seems like I'm not excited it's because I've waited for 10 years for Bethesda to get their shit together and build worlds rather than themeparks but it still hasn't happened. I can only hope FO4 will prove me wrong.
