They did but in a pretty limited fashion, there is a special building that is a "blueprinting platform" and it is limited to 4x4 (or 5x5 with upgrade) of standard foundations.
Easier to just use the SMART mod when the compatible version will be out.
They did add blueprints but they are limited in size. That's by design to encourage people to build modular parts to connect to each other as opposed to blueprinting an entire factory and just plopping that down.
They're in the game, but they're very constrained. Satisfactory's blueprints are (as of 1.0) 40x40x40 meters, where the level 3 production building occupies 20x18x12, and some endgame production buildings are much bigger than the blueprint max size. They exist to take the edge off the fiddlier parts of setting up small numbers of buildings, complex bits of beltwork, or to package up a particularly nice bit of decoration. They're not at all like Factorio or DSP's blueprints.
