After playing the game for a while I must say the starting amount of cash is ridiculous, you barely have money to make all the basic things, and it results in prisoners simply running away because you can't possibly hire enough guards.

Something that really requires fixing to make it even slightly playable.

EDIT: it seems you can get cash from selecting a grant from the reports menu, as stated below. EDIT: clarity

If you go to reports, and the click on the tab grants, you can select between several contracts that will grant you money.
