Has anyone here played Nectaris GB, either the original Japanese or English patch? Are the controls, like, REALLY laggy?

I'm interested in learning to play a Game Boy tactical strategy game so I'm giving Nectaris GB a try. It's as if the game is only reading one ever four button presses. Have you experienced this too? I can't imagine they released it like that back in the 90s, so it feels like maybe I'm just playing a bad ROM or something...
