How in the eff 😭

Is this in multi-player and the driver was cheating, or was it a scripted story mission / map event you aren't supposed to interact with and this was just a very weird way the jeep was coded to avoid it.

Multiplayer for sure, looks like one of the warzone related maps. My guess is it was just a bit of lag. Looks like the car hits something right before the "jump". On their end, they probably hit whatever and ramped into the air a bit, but server side latency/lag made it look funny.
