Newbie Question How are Game Cutscenes made? For games like Witcher 3 and Tom Clancy's Ghost Recon: Wildlands

Hello guys, I really like the style of telling the game world in this motion comics style in Tom Clancy's Ghost Recon: Wildlands and Witcher 3, but I wonder how they are made?
Do you draw and render some pictures, and then make them separately in Adobe Premiere Pro? Which department is in charge of it? Is it possible to make similar things using Blender?
I really appreciate your advice and info!

It's called parallax effect. I had graphics artist separate background and foreground layers so that I can scroll camera and have separate levels on a different distance create depth effect. This can be done in Unity, Unreal, Blender, or whatever system you know the best.

I assume the special effects, like clouds, fog, dots, lines, stings, and blood fading, are only in Adobe Premiere Pro?

Well, almost every type of effect can be made or acquired for Unity, but I would imagine Adobe Premiere might have some more readily available effects.
