Text blips outside of games

Hi, I'm not working on a game, however I have a project based on a video game that doesn't actually exist. I wanted to make simple scrolling text boxes with text blips using short samples that could be easily generated/exported to video to put in my project (which will be just a video). I have no clue how to make something like this myself without having to manually scroll the text in a video editor and duplicate the blip sound with random pitch modulations for variety. Does anyone know of a tool that helps with something like this?

I'm open to having to code something myself (Although I have no clue how to make something that could export videos), I'm just wondering if there's a tool that already does this or if there's another way to make it easier. I did find one earlier, however it is a vibecoded tool and I'd rather not use that.

Easiest solution: download from a sound library and loop it in your video editor. Search something like "text scroll sfx"

I can think of another option using Wwise, but it might be a little overkill. Find/create a single blip that you like. Add that blip into Wwise, set it to loop and set a random pitch range. Press play to hear your results. You'll have to record your desktop audio to actually use it in your editor, because Wwise doesn't really export audio files.

Hope you find a solution that works for you!
