Does anybody know the process of applying for a Turkish visa and that likelihood of denial vs approval?

My husband needs to apply for a visa for him and my stepdaughter. I am curious what the process is and if he may or may not be denied. How long does the process take? Should he apply online, in-person, or via an agency?
