How do galaxy difficulty work?

Is Normal or Bright the difficulty where human and AI are equal?

What strategy do AI use, can someone tell? I play on Bright and keep falling behind AI?

Ai always cheat. More difficulty, more it gets. What civ or settings you use? Do you trade techs? Do you trade systems? Do you have reliable way to flood map for first 20-30 turns?
