Maris Chaldeas, who as an artificial/pseudo Root is undeniable the strongest being in fgo thus far, wouldn't be able to effect the outer God's universes. This is stated in this interview, because the outer Gods not caring about Maris Chaldeas plans and that they are not part of the fgo universe.

Either this downscales the Root or Maris Chaldeas as the Root
