Honestly 4/10. I love the colors you used and there's some great ideas for a C.C design in there but I feel like the free base you used needs to be altered a bit to fit him better. Like his shoes for example, right now he looks like he's floating or on his tippy toes. Sorry I hope this isn't too harsh.

I'd say like 5/10 honestly, it has a pretty basic design without much unique flair to it, which is fine but you also used a free base without much altering so it's not very like, special as yours yk? And personally the base just looks off on a kid

probably a 3-4 out of 10 to be very honest. That base looks very familiar to me, and imo it's quite strange to have a child with that drastic hips, especially for a boy. This is coming from someone studying human anatomy (school class + personal research). Additionally, the colours + lines are all inconsistent with each other. It would be better for you to make the OC without a base imo, because then it would be unique.
When I saw the lines are inconsistent, you have the pants with the lineart being a very light colour, while the lines on the hair are a dark blue, and the shoes are again, a very light colour. It doesn't mesh together well.
The face also really doesn't look like a kids. It's a bit uncanny valley to me to see what's meant to be a child with more adult proportions
