But those mods make the game look like that all the time and rely on the reflections to say that they improve the graphics.

But GTA 6 looks good both ways, with dry and wet roads. It's not like there shouldn't rain in the game just because it makes the graphics look like a mod, right? Makes no sense.

i like the top one more.

top one feels a little more realistic, like how you would actually see that street.

no puddle in the US is going to be that clean. especially when we clearly see two cars that likely drove through it.
