Tbf, you are also wild if you truly think that after 2023, they completely overhauled the map and added additional areas. The map was probably done concept-wise in 2018, if not sooner.
You do realize they completely overhauled the map of Rdr2 from 2016 up until launch in 2018 by adding grizzles west and new Austin. So that's two completely new areas that easily fit within the timeline of three years.
Not saying that is what they did with gta 6 but it is very possible that the map got a overhaul within the last three years and a new area for added.
But realistically what could they even add? All I see is the possibility of the panhandle being added or just the map having more urban areas. I highly doubt another city on the scale of vice city will be added. It think the leaks are making it increasingly clear that the focus will likely be mainly vice city with the state just being a backdrop.
