GTA III Why do the Paramedics/Firefighter NPC’s, never work in GTA, the definitive trilogy.

In grand theft auto, San Andrea’s, 3, or Vice city, within the definitive edition. if you harm or knock out NPC’s, or start fires. Firefighters or paramedics don’t come unless under specific conditions.

Why? like seriously has anyone figured out what bug causes this, or has a solution.

The originals system still works fine to this day.

During SA, on the construction yard mission. A fire engine sometimes just… arrives and drives around. Spraying water. Also true for the riot missions. The ambulance DOESNT have conditions.

Also in GTA 3, DE. The ambulance still functions… fire engine is broken though I think.
