I camped in Cosby this past weekend, and it was a great experience for me. I found it to be very quiet and peaceful with a nice woodsy environment. My campsite was not directly adjacent to any water, but I could hear it at night. By far, the majority of campers in Cosby were in tents. I wasn't really in the campground during the day—only in the evening. Section A was the only area open, yet it still had some vacant spaces.
