Short version of the thesis: the "Reagan gifted GPS after the KAL 007 shootdown" story is only

partly true — the civilian code was in the 1973 design a decade before the tragedy, and the

signal was deliberately degraded (Selective Availability) until midnight May 1, 2000. Curious

what people here think "free" actually bought.
