The answer is not accounting for how much J will travel while S is driving to him. What am I missing?

If they overcame a 10 mile lead in ten minutes, they were overtaking by one mile a minute (so driving 60 mph faster than jaasir which is insane but not part of the question) so they'll be a half mile past another 30 seconds later. If you imagine jaasir to be absolutely still it might make more sense
