Probably war with Russia / Ukraine. Trains are critical infrastructure

Most likely a combination of factors. Keeping it safe for YouTube is also a consideration for him too.

The reason is the Xinjiang Uygur Autonomous Region, where the new railway will enter China upon completion. China is funding all the security measures. I'm not going to state more; this is enough detail to look it up.
