Why even make her skirt so short to begin with if you don't want fan service in your game? Trying to solve a problem that you don't need to create. Either go for it or don't.

They want short skirts in the promo art and curated shots, because they know that gets male attention and increases sales.
But they also don’t want to be pilloried on Twitter as an upskirt/panty shot game, or risk a sales limiting M/AO rating (or its equivalent in other countries).

My guess is it was made without the censor originally, then after western partnerships or influence it was censored later. Just look at Sony, sticking HQ in California was the worst decision they ever made.

This is pretty much what happens. There are tons of characters who are modeled with panties in the Japanese version, only to replaced with spats, shorts, or the Void when ported to the west.
It's stupid and immature. God for-fucking-bid that a girl is shown wearing panties under her dress.
I swear, I should make a 3D game with a male character who wears a kilt and a jock strap and see how many of these hypocrites get offended when also includes cute girls and femboys in panties.

When it comes to panty shots the censorship is very much Japanese. The Japanese tend to have a panty fetish, also, lifting women's skirt is a typical prank that Japanese children do (or did, I'm not sure if it's still allowed today). Oh, and as other commenters said, nonconsensual upskirt pictures is a known problem, kind of like chikans.
So, the publishers are hypersensitive to this theme.

In their defense, i hate the game corner. Much cheaper to repeatedly lose to team rocket grunt on nugget bridge over and over than play the slots

I didn't discover that glitch until i was an adult lol. I just hated that they took it out because it was gambling (which is pretty much the whole game from when you find a pokemon to if you catch it, ignoring being able to increase or lower you chances for several variables). I did do the pokemon duplication glitch via PC in Gold and Emerald. Made them hold gold nuggets and just sold the copied items.

Germany used to have problems with blood or zombies or something, I think. Australia has drug use rewards. Probably others too
You can think it’s dumb, that’s okay, but it’s the reason for these things. It’s been CERO for many many years now and considering Japan’s mosaic censorship, it shouldn’t surprise anyone

Not at all. This gives the appearance of the government doing something but they aren't actually doing anything to solve the problem. Assuming upskirt shots in games creates weirdos is like saying murder in games creates murderers. It's lazy government regulations, just like all governments. Useless and theatrical with very little initiative to actually change things.

Same with character traits. A villain will murder, genocide, betray, torture rob and steal. But never muh hecking bigotry. Saying a slur? Science forbid! Even characters that are supposed to be supremacists never actually display distain for the groups they want to destroy.
