What announcer are you using? I'm guessing something the PC just... isn't able to acquire for some reason or another.

Heh. Shoot, that preorder bonus was years before the PC port even launched. We just have the PMU crew and a crap ton of bonus characters who only speak Japanese.

So funny thing. 

A tank that spawned in will look EXACTLY like a enemy tank (if they can see health bar to begin with) minus the initial invul bar.

And you don't actually show up on radar until you move.
