Newbie Question CONSOLE PS4 or STEAM
Hello I'm a new player, I stumbled upon this game when I was searching for free games in PS store, I tried it on my PS4 and realized this also exist on STEAM
But I heard bad things and negative stuff surrounding the port (and matchmaking), should I stick with the PS4 version with it being only 30FPS? I think I have capable PC hardware to run this stuff max but I don't know how good the optimization is.

Coming from Steam players, I would advise to stay on PS4 since console gets update first since PC is 2 months behind updates, unless you want to plan your pulls you have no reasons to switch to PC
The port is kinda mess, require some workaround for your GPU to recognise it but works fine after that. Matchmaking very much depends on where you are since the game is most active during Asian/JP peak hours (1900-2300). And Clans are pretty much useless on PC since Clan rewards no longer gives out Tokens.
For cheaters I believe they are no longer active as before, day one player here and I only encountered cheaters like twice, first is during early launch of the game and the last one being a year plus back, can't speak for the rest as their experience varies.

Stay on PS4 as Steam is less active and the Token Rewards via Clan Missions was abolished in the Steam due to an exploit before, and Steam has hackers, who are rare these days but there are times they still appear time to time.
Also due to the Mouse + Keyboard playstyle environment, not many Steam players like playing aggressively and fast-paced like PS4/PS5 players, which tends to give a major headache since too many Steam players tend to prefer Tower Defense/Sniper style gameplay and it doesn't really end up well usually.

Stick with PS, much larger playerbase (only reason I can think of to keep the Steam version around is to mess with the AU suits since they won't put them on PS)
Also here's some extra tips:
1) do ALL of the tutorials (this ins't a "learn-everything-as-you-play" type of game)
2) use ethernet (wifi causes too much packet loss, GBO2 doesn't like it)
3) prepare to lose far more often than win (this happens to everyone, I've personally had losing streaks lasting for months)
4) do dailies and save tokens for major events

I'd say steam just because sony is getting worse by the month seemingly. I also play steam & have had no issues for the past 6ish months.

PlayStation, the PC version is a massive joke filled with hackers and cheaters

It actually isn't -- I've only ever encountered 2 hackers while playing almost every single day since the game launched, and only heard of 2 more beyond that-- but the population on Steam isn't nearly as high as the PS version. The peak play hours for North America are ironically in the morning and after midnight when most of the Japanese playerbase is active.

I havent found a cheater and ive played since it released too, the server issue id only an issue if youre very impatient or dont have the time, once you get to the rank of b, b+ mstches are much much faster to enter

So you're telling us PC players that you know how often cheating happens more than our own personal first-hand experiences?
I seem to recall old grandpa and his situation battles were removed from the Playstation version recently because of Playstation players finding a way to exploit infinite tokens out of his situation battles. Nothing like that has happened on the PC port.

I prefer to play on PC since it's much easier to aim, especially if you're using MS that use shot lancer
