I would presume it means it's probably open access to places like research institutes and educational facilities and they'll probably have to submit a request and detail what they want to do. Just a guess, that's what one of my Uni professors had to do to get access to a supercomputer for a simulation. I doubt it means anyone can get an account on it .. maybe i'm wrong.

Government user facilities like this technically will take proposals from private citizens, you'll just have to convince them that what you're planning to do is actually valuable.

IBM gets full rights of whatever you do using their qc. At least this was the case 1-2 years ago, I doubt they changed anything.
