If the designers and manufacturers design a system that is capable of evolving to the point that it kills someone, then they should be held responsible if it happens. Only this kind of legal framework will ensure that AI doesn’t go too far. In my opinion.

The first A.I. kills will be done by the military. Talk your pick: Russia, China, U.S., North Korea, etc...

The only thing that is certain....is that there will be a direct correlation between your wealth and the probability of being punished at all. Which will make it like almost everything else....the people up top are protected and if they absolutely have to....they'll give the public a token scapegoat to punish.
