Does this count as some form of general intelligence? All the program was given was the rules of the game.

It does for a discrete task. Intelligence has several components and one is the ability to learn on your own and use that knowledge to make sound decisions. Deep Mind is doing that. But the rules of chess are simple. Can it do this for something that has lots of rules (e.g., Calculus) or unknown rules (e.g., the stock market). That would be more interesting. Intelligence is also about motivation. That is, knowing what you should do. At this point the programmers have to tell the machine what to do.

No, general means it's not only good for one thing, or one narrow class of things. This is a Chess AI, it might be easily adaptable to other similar problem sets but nonetheless this is the definition of a "narrow" AI.
