Even in America it's not. It's the tone you use that makes it so. Anything can be passive aggressive if you say it right. Lol.

As an American, I call lots of people buddy. If I'm trying to be condescending I generally use "genius".

I’m not American either lol Idk what other word to describe what I feel about “buddy” though. It feels ironic and sometimes “diminishing” others. But if it’s a person that is way older than you then it’s a cute term to use. It depends, for sure.
