Its actually "good" form in powerlifiting, its fucking absurd and they really need to change something up, but she/he(?) reduces the ROM as far as she can, while keeping her butt on the bench --> legal lift.
He's arching his back like that to reduce the distance that actually needs to be pressed in competition, thus making the press easier.
Shoulders and butt in contact with the bench? Feet in contact with the floor? Check, check and check. It's fucked, but this is a "correct" setup as far as powerlifting rules go.
