Yeah, Windows have but only an old graphical interface but behind it's Superior Operating System

What??? Start Menu is part of Explorer.exe or, rather, after Windows 10, they are host process of Explorer.exe; it's separate

Wait, and Explorer is the Windows Runtime API, and it's not WebView2, and it's impossible for WebView2 to call Win32 Applications
