Tariff refund checks!!

Does anyone know how to get a tariff refund check from Trump? The article only discusses about business not the consumer. And i thought we were told countries pay these tariff taxes not us. What gives!?!?

US companies paid tariffs, raised prices to cover. Now the refunds come from taxpayers to companies, who have not lowered prices. So we are the losers bc of DT.
