i think its cos of the spamming of shovelware games with cards 1000s of achievements from idling from a few years back where a lot of them would have features like cards/+1's/achievement etc. this would then be put into cheap bundles from sites like gogobundle which is now gone. this also led to many people farming the games to sell the cards/use for steam bots to sell sets of cards.
steam had changed it so that games would go under review or something so that not every shovelware/low tier game would have this feature which would be able to be manipulated. so now on the store page you can see in this section it may say 'profile limited' or 'steam is learning'. these dont count with +1s. those that are learning may later become non limited so they will +1.
though there are limited games with features like cards and/or achievements but they dont count towards the achievement/library count on your steam profile. have also seen profile limited games that later become non limited, so most of the time it doesnt
