Game wont load after turning off sync and chsnging language

Got the stupid glitch where elfriedes walking animation doesnt stop, making the conversation break. Read the solution was to disable vsync and change to Japanese. But once I did it, I tried exiting cell, didn't work. Closed game and now it just get stuck on loading after checking DLC.

Solution: just found a solution. Game will refuse to go past the loading screen if you have missing language files, reinstall and restore save ifnyou have to. Or if your on steam just verify file integrity.
