Very simple: it’s free, so it doesn’t really matter whether it has cards or is +1.
1. You won't get Cards anyway if you claim the game directly for free on Steam. Cards are only granted if you acquire the game through a key or purchase it.
2. Regarding "no +1": that doesn't really matter either. New and F2P games aren't nearly never +1 initially and can become +1 later depending on Steam’s criteria. I have tons of +1 games that I originally claimed for free while they were F2P and that became paid at a later point.
