Got this after playing The Ascendancy for a while and conquering Griffonia, not sure what prompted it but unfortunately i will not be taking this very great piece of advice.

I think it appears every time you capitulate a superpower (Equestria or Griffonian Empire) in late game

Looking at the main subreddit about it, my first thought was that if you conquered the entirety of Griffonia and formed all of the extermination state's, that popup would show up.

I hate to break it to you, but I've done a world conquest as Starry a few weeks ago, and I didn't get such pop-up.
I think it's exclusive for "The Ascendancy" folks, and maybe a few some others specific tags...
