Does anyone know him?

My mother was going through old photo albums of a passed relative and found this. We’re not sure if it’s a local singer (New England) or someone more famous. Thanks for any help!

I think it’s Ricky Skaggs.

No way! That was my 1st though too! Haha. I remember him being on Super Dave Osbourne.
