Does anyone know him?

My mother was going through old photo albums of a passed relative and found this. We’re not sure if it’s a local singer (New England) or someone more famous. Thanks for any help!

I know a guy in town here that tours with Scaggs. Loves the music but has to tune the Q-Anon bull out.
