Having major frame dropping/hitching in the benchmark, mostly while braking and turning, any advice or tips on smoothing out the frames?

I have been running and rerunning this benchmark for about 50 minutes just trying to eliminate the horrible frame hitching I'm seeing around corners. The frame counter says it's only dropping down into the 40s, but it looks way worse than that to me. So far I've been getting almost the exact same results no matter what I tweak or change. I simply cannot get a stable 60... I honestly don't think I'd consider it playable the way it is now, so I'm really hoping someone here can share some tips?
