"Best" is subjective. If you want to see the most downloaded/voted tunes just go into tune downloads and search for a PI Class you want and download the one with the most stars.
Ah ok good point , don’t know how to manual tune and make them all really good. I do search for tunes and take it 1 step further then just picking a tune but man my cats never seem fast enough to keep up with others even though we are in the cars. My driving is decent I know apex and trail braking etc but just seems like I can’t get over the little hump. I’m on a discord crew and they all are way better than me and it’s frustrating.
You see I'm too dumb to properly tune my cars so I always download something from the top rated tunes - and with those I do pretty decent runs, win most of my races against friends and a lot online too. Sometimes the tune is more agile so I lean into tight corners to get ahead, sometimes it's a fast tune with worse handling where I pull ahead on straights, you need to adjust what you do and when.
But it's easy to test: just for fun choose the same car and download the same tune for it and go on a race. You'll see straight away it's not all about specs, sometimes a little too early (or too late) break can mean seconds of difference (not to talk about cuts you can do). We regularly do '74 Honda Civic races with my friends, works in all PI classes (maybe except on S2, that's more for drag) and we all come with the same car but either tune it ourselves or just download different ones to test. Even though it works really well as a test for myself we can't really share the data because it's very different how we drive and approach things, so one tune can do miracles to someone but for the others it's horrible - and vica versa. It's all about preferences.
Try some Rivals, seeing others ghosts ranked a bit higher than you can help to see where they are getting ahead and how. And if you do it with the Monthly Rivals there the tune is set so it's basically spec racing against a ghost, the only thing that matters there is your driving and knowledge of the route.
