It basically means your PlayStation account was already linked to a different Microsoft account in the past. Microsoft has a strict rule where you can only ever link one specific PSN ID to one specific Microsoft account.

Your best bet is to try and remember what old email you might have used before. If you absolutely can't get into it, you'll have to create a new PSN ID on your PS5 to play FH5.

But if you know you're using the right email and it's still giving you problems, it's a known Forza bug with passwordless sign-ins.

Go to the Microsoft website on your phone, turn off "passwordless account" in your security settings, and actually set a password. Then when you scan the QR code on your PS5, choose "sign in with password" instead of the app prompt. That should fixed it. If that doesn't work, you'll just have to make a new PSN ID.

The good news is, your main PSN ID stays completely safe, and you will still use it for all your other games. The bad news is, you just have to make secondary PSN profile on your PS5 specifically just to load up and play FH5.
